The Expo 2010 Shanghai UN MDGs Urban Construction Forum, planned by the 2010 Global Mayors Forum Steering Committee, will be held in Beijing on September 3, 2010. Recently, Chief of UN-HABITAT Urban Economy and Finance Branch, Dr. Zhang Xingquan, has confirmed 2010 Global Mayors Forum Steering Committee that he will attend the Forum and make a keynote speech.

The United Nations Human Settlements Programme, UN-HABITAT, based in Nairobi, Kenya, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. In 2009 UN-HABITAT became Global Mayors Forum’s official supporting organization and maintained good communication and cooperation in many fields.

Dr. Zhang Xingquan currently assumes Chief of UN-HABITAT Urban Economy and Finance Branch. UN-HABITAT seeks to provide substantive analytical focus on urban economy, its relationship with the national and global economy, and focus on policies and strategies aimed at employment generation and creation of opportunities for social mobility. Within this broad mandate the agency supports the worldwide implementation of the Habitat Agenda, with specific focus on one of its two main goals: "adequate shelter for all" and "sustainable urban development". Its activities focus on conceptualization, formulation and development of research, capacity-building and on the provision of advisory services on issues of urban economic development and finance, including housing finance. Broadly, it seeks to provide economic analysis perspective to human settlements programmes by focusing attention on the operation of the urban economy, and how these affect or are affected by the quality of local governance and national economic management. Dr. Zhang Xingquan has very rich experience in city fiscal and financial sector. His reports and publications, such as Housing and Urban Construction Redevelopment of Yantai City, "To Promote the Spread of Financial System Development in Human Community"Thailand's Housing Credit System", have great impact on the industry from within.

The "2010 Global Mayors Forum " Steering Committee looks forward to brilliant ideas from Dr. Zhang at the Forum.
