The Global Mayors Forum (GMF) was conceived by Chinese in China. It is the top level high-end Urban Forum which is co-organized by related global international urban organizations.

The mission of the Global Mayors Forum is:
To promote culture communication and search solutions for global urban sustainability.

The Global Mayors Forum was proposed in 2005. During the past five years, the management of the International Mayors Communication Centre (IMCC) has visited numerous cities all over the world and has reached consensus on the launch of the GMF with related UN Departments, many international organizations and local governments.

The Global Mayors Forum will be held every two years with the venue to be decided by the Forum Council, a non-official international organization.

The GMF Council is the highest level management body which is formed by the Forum organizers and responsible for organizing and developing the Forum. The members of the Steering Committee are entitled to be elected as members of the Council. The GMF Council authorizes the Secretariat to handle the daily affairs, organization, and management of the Forum. The International Mayors Communication Centre (IMCC) was authorized to be the Permanent Secretariat of the GMF. The Steering Committee is elected before each Forum to be in charge of the preparation, organization, and operation of each Forum. The organizers, co-organizers and supporting organizations are equally entitled to join the Steering Committee, whose size is decided by the Forum Council.

The objectives of the Global Mayors Forum (GMF) are:

To enhance both of the economic and culture communications and cooperation of international cities;

To enable the cities to find the solutions for urban sustainability;

To promote the management concept and expertise of top cities around the world;

To enhance the establishment of sister cities basis on the priority of resource allocation;

To build a global network for the promotion of mutual learning and cooperation among cities;

To promote the world peace and the progress of urban civilization.
