Chapter I general rules

Article 1 The Cities International, hereinafter referred to as "TCI", is an international organization founded by IMCC, with a mission to promote cultural and economic communication among cities. 
Article 2 TCI’s mission is to: Communicate culture; Seek common development.
Article 3 TCI will promote the exchange and cooperation relationships among and between international organizations, government, businesses, communities. TCI is also to promote and strengthen the international community's friendly relations and the realization of culture, the effective capital docking and international resources and the efficient allocation of fully utilized.
Article 4 TCI is run with formal membership methods.
Article 5 Tasks of TCI include:
Develop and maintain on behalf of the membership with the United Nations agencies, foreign governments, all cities, all providers or non-governmental international organization of the close relationship between members of the potential for international cooperation to establish a closer government relation to international resources.
Structures of international communication and exchange platform to facilitate members with international organizations, governments, communities, business and academic exchanges and cooperation in real terms, to achieve cultural, economic, and efficient use of global resources.
Pooling, management and distribution of global economic and cultural information for the members of the global economic and cultural exchanges and cooperation in the field of providing service and support.
To provide members with a diverse city culture, intercity operations, city planning, investment opportunities, and trade, International Humanitarian Assistance is used in areas such as international exchange of information and resource services to the creation of a city brand in order to raise the city’s competitiveness. 
  

Chapter II: The Cities International

 

Article 6 The highest authority of the TCI is the TCI General Assembly. Assembly members decide on the formulation and revision of the Constitution, the composition of the Council of the League. Members of the General Assembly meet once a year.
Article 7 TCI will appoint a chairman. The chairman of International Mayor Communication Center will be the chairman of TCI.
Article 8 TCI’s highest executive body is the General Assembly Council (hereinafter referred to as "Council"). General Assembly Council members will be elected from the VIP members.
Article 9 There will be one Chairman for the Council and a vice chairman with a four year term. The vice-president may be re-elected.
Article 10 The Council will meet once annually.
Article 11 The Council’s functions include the following:
According to Chairman’s nominations, consider and approve of the General Assembly Council president, the vice president and the Secretary-General candidates by majority election; Consider and approve of the honorary members;
Approve any member submitted major motion or complaint.
Article 12 The Secretary-General is responsible for the daily activities of the Council.

 

Chapter III Membership Management

Article 13 Any city or lawful organizations, groups, individuals, and promise to abide by the constitution and pay their dues on time, may apply to become a "The Cities International" member. Membership will be approved and signed by the Chairman of TCI.
Article 14 TCI is divided into two categories: the general membership, VIP members. Two members will examine the qualifications of the Secretary General in accordance with the nature of the membership application, social influence, and international economic status, as well as contribute to the development of the Union to determine the Secretary General.
Article 15 Honorary members is TCI’s form of appreciating the outstanding contributions made by the member to the development of TCI or has any outstanding achievements in any international communication fields. Honorary members are subject to approval by the Council.
Article 16 Honorary memberships will be granted on an annual basis. Membership is valid for one year and can be reassessed after expiry.
Article 17 If any Member of TCI is engaged in activities contrary to the mission, or is detrimental to the reputation of TCI, or fail to pay their dues on time, TCI retains the right to terminate its membership of any Member no matter the reason in accordance with the member constitution and eliminate the political right of the member within TCI.
Article 18 of the members will be granted membership only to the original application, no faxes or copies. Memberships are not be transferable nor inherited.

 

Chapter IV Member rights

Article 19 Membership is voluntary and members have the right to retire from membership.
Article 20 All members have the right to speak, vote and have the right to run for election in the TCI General Assembly.
Article 21 Members have the right to participate in all international organizations TCI is affiliated with as well as the various international exchange activities.
Article 22 TCI will provide recommendation to all members applying to the International Mayor Communication Centre upon application.
Article 23 VIP members can enjoy another Union for its culture, education, science and technology, urban operations, financial investment, international trade, humanitarian assistance in areas such as international exchanges and cooperation provided by the special services.
Article 24 VIP members can promote project information or investment opportunities on the international website of TCI.
Article 25 VIP members can enjoy another in the league organized by the various international exchange activities, exhibition activities and social welfare activities in the Member Information Published priority.
Article 26 VIP members to apply to become members of the Cities Alliance International Council of the rights of the General Assembly.

 

 

Chapter V Member Obligations

Article 27 Member is obligated to comply strictly with TCI and the outlined provisions. Members must pay their dues on time.
Article 28 Members are obligated to exercise membership rights by participating the General Assembly Meetings.
Article 29 Members are obligated to uphold the maintenance of TCI and other members’ international reputations.

 

 

Chapter VI Legal Issues

Article 30 This Constitution bases its legality on the Hong Kong Special Administrative Region and the People’s Republic of China laws.
Article 31 Members may participate in social activities as a member status, but not portray self as a representative from TCI or any TCI affiliated organizations.
Article 32 When members are participating in the activities of the organization, the activities must be held to strict compliance with laws and regulations. TCI does not bear any legal responsibility for members who is liable for an offense caused due to personal reasons.

 

 

Chapter VII Fund Management

Article 33 TCI’s main operating fund is sourced from the membership dues, donations and other legitimate income. All revenues are used exclusively for member related activities and other operational service costs. The costs include but are not limited to, the Secretarial office’s wages and operating costs, member activity’s related costs, business development costs as well as any related costs pertaining to international exchange and cooperation relations.
Article 34 Members have an obligation to pay the membership fee upon admission in to the membership program. Membership dues are due on an annual basis on a fixed rate. For membership fee standards please see "International City Affiliate Management Rules."
Article 35 Financial Management will be in accordance to "international accounting standards" implementation. The Secretary General will assign the financial supervision and management tasks to a qualified accountant and will regularly engage qualified internationally recognized accounting firms to audit the financial situation of the Union. The Secretary General is responsible for providing the members with an annual budget report and audited annual financial reports.
Article 36 The resignation or termination of post of the Secretary General is subject to the audit of the Council.
Article 37 Any regular member retiring or leaving shall be subject to review by the Secretary General.

Article 38 The interpretation of the statute is by International Mayor Communication Centre.
