A state-owned enterprise directly under the jurisdiction of Xilin Gol League in Inner Mongolia and a new energy company in Shenzhen are joining hands with an international organization to promote the upgrading of the green energy industry chain and help achieve sustainable development goals.
On November 3, 2025, a delegation led by Badarilatu, general manager of Inner Mongolia Xilin Gol League Xingfu Investment Co., Ltd., and Hao Haijun, deputy general manager of the company, visited the International Mayors Communication Centre (IMCC)ob and held in-depth exchanges with Zhongneng Xinkong Investment Development (Shenzhen) Co., Ltd. The three parties discussed key issues such as cutting-edge technology demonstration applications in the green energy industry chain, energy storage solutions, and efficient green electricity output, and reached a cooperation intention.

Xilin Gol League boasts abundant wind and solar energy resources, and some central state-owned enterprises have built large-scale wind power and photovoltaic projects there. However, how to efficiently store green electricity and optimize its transmission capacity remains a pressing issue. Xingfu Investment, a state-owned enterprise directly under the Xilin Gol League Administrative Office, possesses strong capabilities in mineral resource development, infrastructure construction, and state-owned capital operation. Zhongneng Xinkong, a modern enterprise focusing on investment, development, and operation in the new energy industry, has a mature R&D team and rich project operation experience in photovoltaics, wind power, energy storage, and hydrogen energy, with a cumulative investment exceeding 10 billion yuan. The International Mayors Communication Centre (IMCC), a non-governmental organization in special consultative status with the United Nations Economic and Social Council, is committed to promoting and implementing the 2030 Agenda for Sustainable Development. In 2022, it established the “Open Green City and Countryside (Zhenglan Banner) Laboratory” in Zhenglan Banner, Inner Mongolia to promote rural revitalization and sustainable development.
Currently, the new energy industry is experiencing rapid development, and the parties involved in this cooperation share highly compatible needs in areas such as green industries and energy structure optimization. This collaboration will combine the resource advantages of Xilin Gol League with the technological and capital advantages of Shenzhen companies to jointly explore innovative models for the green energy industry chain. The IMCC will once again leverage the international resource integration capabilities of its “Open Green City Laboratory” to produce advanced technologies and concepts, helping Xilin Gol League create a green energy innovation demonstration project. This cooperation marks a significant step forward in multi-party collaboration among government, enterprises, and social organizations, not only helping to enhance the competitiveness of Xilin Gol League’s green energy industry but also providing a practical model for the energy upgrading goals in the national 15th Five-Year Plan. In the future, all the parties will continue to deepen cooperation to promote the high-quality development of the green energy industry in Inner Mongolia and even the whole country as well as countries around the world, contributing Chinese solutions to global sustainable development.
