The United Nations 2030 Agenda for Sustainable Development covers 17 goals, the fourth of which is “quality education”, namely: Ensure inclusive and quality education for all and promote lifelong learning.  (Click here for details)

Under this major goal, there are 13 targets, the second of which is “By 2030, ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university.”

Higher education is the base of achieving the Sustainable Development Goals. However, only 1% of the world's poorest students spent more than four years in higher education, compared with 20% of the richest. In South Africa, about one in six colored people received higher education in 2013, compared with more than 50% of white people. Similarly, in Mexico, less than 1% of indigenous people have higher education. In China, the enrollment rate of young people in rural areas is seven times lower than that of urban areas.

Since the reform and opening up, China's education has made great progress, leading to the universal coverage of higher education. Currently, the gross enrollment rate of China's higher education has exceeded 50%. With the increasing inclination of national financial resources, the number of institutions is increasing every year, among which there are quite a few number of ordinary universities and graduate training institutions. However, the uneven distribution of educational resources among colleges and universities has caused serious policy deviation, which hinders the balanced development.

"Erasmus Mundus"

"Erasmus Mundus" is an important programm carried out by the European Union to promote the cooperation and exchange of higher education between Europe and other regions of the world. It encourages cooperation and exchange among European universities, and the European credit transfer system, so that students' credits in any European country can be transferred and recognized in their own universities. The programme insists on taking "Europe" as the center, attracting college students and teachers from non-EU countries to Europe for exchange and study for promoting the language and culture, cultivating their good feelings for European culture and higher education, and enhancing the attraction and international status of European Higher Education.
