When the People’s Republic of China was just establised, its basic education was weak with the enrollment rate of school-age children in primary schools was less than 20% while junior middle schools rate was only 6%. There were only 117,000 students who received higher education. More than 80% of the population is illiterate. The rural illiterate rate is as high as 95%. In some remote villages, there was even no one who could read a word. It is an urgent task to eliminate illiteracy. After decades of continuous efforts, in 2011 China has fully completed the strategic task of popularizing nine-year compulsory education and eliminating illiteracy among young and middle-aged people. The Chinese nation's educational ideal of "learning to teach" and "teaching without discrimination" has become realities.
