On 6 March 2022, the Open Green City and Countryside (Zhenglan Banner) Laboratory (OGCCLab) officially opened in Zhenglan Banner. The OGCCLab was set up by the Inner Mongolia Jinzhao Industry Co., Ltd., authorized by the International Mayors Communication Center, an NGO with special consultative status of the United Nations. 

Mr. E Ri He Mu, Member of the Zhenglan Banner Standing Committee and Director of the United Front Work Department, Mr. Zhang Libin, Deputy Director of the Standing Committee of the Zhenglan Banner People's Congress, and Mr. Cui Minghua, Vice Chairman of the Zhenglan Banner CPPCC and Chairman of the Federation of Industry and Commerce, attended the opening ceremony. Mr. Han Xiaojun, Deputy Director of the United Front Work Department of the Zhenglan Banner Committee, Secretary and Executive Vice Chairman of the Federation of Industry and Commerce moderated the unveiling ceremony. Ms. Jin Lan, Executive Director of the International Mayors Communication Center and Secretary General of the Global Mayors Forum, attended the ceremony virtually.

Mr. E Ri He Mu extended his congratulations on the grand opening of the OGCCLab. He also expressed his expectations that the Lab would base on the local situations and strategic targets of the fourteenth five-year development plan and would support to expand the "circle of friends", build a multilateral cooperation mechanism and continue to promote exchanges and collaborations among all parties.

Since 2019, for the last three years, the world has been suffering from the COVID-19 pandemic and the extreme climate change causing severe destroy to the earth’s ecology. The Open Green City Laboratory (OGCLab), a brand of the International Mayors Communication Center, has chosen Zhenglan Banner to set up the OGCCLab. Zhenglan Banner is a rural area with a glorious culture in Inner Mongolia China where there is the site of Xanadu awarded as a world heritage by UNESCO. It has the significance of practicing the United Nations 2030 Agenda for Sustainable Development Goals, responding to the national call for the five revitalization spirits of rural areas. Based on the OGCCLab platform, we would vitalize local talents, culture, ecology and industry as well as strengthen economic and cultural cooperation with governments for local sustainable development.

OGCCLab would mainly focus on the research, development and production of wild and planting globe flowers in Zhenglan Banner. It would explore its medical function as a traditional Chinese medicine and promote its application to prevent and control the pandemics against extreme climate change. We would promote the traditional Chinese medicine and further practice Sustainable Development Goal 3 of the United Nations 2030 Agenda for Sustainable Development Goals, which is “Ensure healthy lives and promote well-being for all at all ages”. We would accelerate the production of globe flower tea to replace carbonated drinks. We would vigorously develop the local tourism of magnificent landscape of globe flower in its full bloom season and the cultural tourism site of the world heritage "Xanadu" awarded by UNESCO. We are planning to organize young people from all over the world to experience the green grassland lifestyle of Zhenglan Banner. Together with the Protect Our Planet Movement (POP Movement), we would call on 1.8 billion youth for taking immediate climate actions. We would tell good Chinese stories to friends from all over the world. We would build Zhenglan Banner into a pilot county of implementing the Rural Revitalization Strategy and a practices area for global youth to participate in developing green economy.

The OGCLab would export its resources and brand to the cities and rural areas around the world.
